I was adding a new MAC address to the filter list. The setting then is "Disable filter". After saving it and set it back to "permit only the following clients", all devices in this list can't get connected. Then I found out if I set it to "block the following clients" and everything worked again. I realized that now the setting just reserved its meaning - block means permitting and permit means blocking.
