Static DHCP

I would like to add a description to my devices. This is a great interface to do that. I have several devices that although I can not assign a static IP, it seems that the IP never changes. Could I use the bound to option and if I do, would it be treated as static? Would also mean that in theory the IP would not change? In cases where the address is not static, can I still put a description for that device? What do you in general do?
