port forwarding issue

I am having an issue getting port forwarding working, any help will be greatly appreciated.

i am trying to forward port 80 to a web server on my local network. When I try accessing via my public ip address it works when im connect to the local network but when im connected else where it doesnt work.

I am using the ftp server and it works properly from anywhere.
