FTP Server setup

I am trying to setup the included FTP server on the latest build, and I am unable to connect from the wan side.
It looks like the GUI is not setting up port forwarding for the passive ports.
I can connect to the IP, but the log shows it stalling out when it tries to enter passive mode.

I tried setting them up manually by adding
pasv_promiscuous=YES
pasv_min_port=15000
pasv_max_port=16000
but it seems to ignore those options.
I see failed passive port errors in the 35000-48000 range most of...
