Access Restrictions with VPN

Hello,

i have a certain site restricted with access restrictions. i entered bing in the access restrictions H TP Request filter and the keyword telemetry.

Now its working very well and blocks bing and all telemetry until i turn on my vpn then the rules are just ignored
