R7000 Tomato Shibby. EU=2MB/s US=8MB/s

I am absolutely new to this but i know that in EU max is 100mW.

Here are my Results:

Region: EU + Transmit Power: 100mW = 2MB/s
Region: US + Transmit Power: 100mW = 8MB/s
Both with Wifi N 150 Client.

Why this difference? Isn't the Transmit Power Value the max Value the Router outputs?

What must i do to be sure that i don't break European Law ?
Is there anything within the Router to see real transmit Power?
