Well, I finally found something that breaks it.
Steam's game download system starts about 10-15 threads from their powerful CDNs when you download a game - which creates downstream packet loss and jitter. I suspect the engine is unable to drop packets fast enough for the line to not become saturated. I don't think it's a CPU issue in my case.
I have my downstream limit set to 43mbps out of a 50mbps line capacity. With a steam download in progress, this results in 3% downstream packet loss....
